Are exterior cooling mechanisms an option?

I’m completely ignorant to the subject so no judgies!! I’m just curious as to why perhaps a vacuum or exhaust recycling system isn’t an option? Perhaps naturally propelled fans? Very curious about how the exhaust reduction can be helped. I realize the exhaust is hot and humid air which further heats the atmosphere? Any insight would be much appreciated!! Thoughts?
